How Google Voice approval works with a rented line
Google Voice issues a new US number, but it first wants to confirm that you already control a real one. During approval Google sends a code to the number you entered, and it also weighs the number type and the account's history. A carrier line passes that check far more often than a VoIP number, and an account that already has some activity is treated better than a brand new one.
In practice the approval can arrive in seconds, or it can be reviewed for a while - that part is Google's decision, not the number's. What you control is the input: a fresh non-VoIP line, a US exit node that matches the number, and a browser language and time zone that do not contradict it.
Keeping the line alive for Voice
Voice accounts get reclaimed if they stay inactive, and a rented number is reclaimed when it expires. Both problems are cheap to avoid: make a call or send a message periodically to keep the Voice account active, and renew the number before its expiry date so the recovery path stays intact.
